K88 is in punt formation 12 yards deep

K33 is the personal protector 5 yards deep.

Before K88 punts the ball K33 has blocked R55 below the waist.

Where is the block below the waist enforced from?

Spot of the foul. This was a loose ball play and you use the All-But-One Principle. The basic spot is the previous spot on loose ball plays. The foul took place behind the basic spot. So if the foul is accepted, 15 yards from the spot of the foul which is the 30 yard line. You have 4th and 30 from the 15.

CANADIAN RULING:

BBW prior to the ball being "in flight" is enforced only from the PLS (previous spot). Result: Team A 4D/20 @ A-25. (If using 3 downs, Result: Team A 3D/20 @ A-25.)

PSK will never apply to a K foul, only R's.

That is a very simple and easy way to understand that aspect of fouls on K Patton.

And beyond that, PSK never applies to fouls in or behind the expanded neutral zone.

So on this play the BBW would be enforced from the spot of the foul or R could decline it and take the result of the play.
