Eligible Reciever?
 
"A" has the ball. QB A10 takes the snap and rolls to his right. Left Offensive tackle A75 begins to block defensive lineman B62, A75 then backs up behind the nuetral zone, A10 throws A75 a backwards pass, A75 advances for a 1st down. Is this a legal play?

Yes it is. You can throw a backward pass to anyone. Eligibility is about a forward pass and present until restriction ends (like a defensive player touching a forward pass).

NFHS 9-5-6 "Pass eligibility rules apply only to a legal forward pass."

my 1st thoughts were illegal, but closer look at 7-4-2, and other previously mentioned rules make it appear to be legal.
If a fumble or a backward pass is caught or recovered by anyplayer, he may advance it

CANADIAN RULING:

Legal. A ball carrier can throw a backwards pass to any intended target.
