Kick Catch Interference in Kentucky/Louisville Game

Did anyone see the KCI call in the Kentucky/Louisville game? Looking at the replay, there was no contact between the return man and the guy covering. The guy covering pulled up about a yard short. Looking at the replays, it looked to me like the only penalty the Louisville guy committed was the old halo violation, which went out the window a few years ago. Did anyone who saw it agree?

There doesn't have to be contact to have KCI.

And it does not matter if ball is caught or not either. If officials judge the receiver weas interfered with, a flag is justified.
