Question about 2008 BIN Book
 
Page 87 Play 3:

A1's run from scrimmage results in a TD. During A1's run, B1 is flagged for grasping but not twisting A1's facemask. During the successful kick try, B2 is flagged for roughing the kicker.


Ruling 3: Team A must make its decision regarding B1's foul before the try. If A has chosen to bridge the foul to the next kickoff, the foul on the try may not also bridge to the kickoff.

Why not? I'm not finding why not in the rule book or in Redding, can someone help the old brain dead ref?

The ruling is wrong. Both fouls can be assessed on the subsequent kickoff.

CANADIAN RULING:

Foul #1: Unnecessary Roughness - Facemask is flagged for B1's act on A1. TD counts. A has option to put 15 yard on the kick-off, or ½ the distance on the convert attempt.

Foul #2: With the roughing the kicker by B2, A can decide to assess that Unnecessary Roughness foul on the kick-off, or ½ the distance on the repeated convert attempt.

If they choose to apply ½ the distance on the convert attempt, the facemask foul can also be changed to also be applied on the convert attempt, thereby yielding two ½-the-distance applications on the convert attempt, which would be attempted from the 1¼ yard line.

If either, or both, penalties are chosen to be applied on the kick-off, the kick-off could be the kick-off after the TD, a kick-off induced if the TD is the last play of the 1st or 2nd half, or to OT if the game is tied after the convert attempt, or across periods. Basically, UR allows the non-offending team to do whatever the want.

As BBR said, that is a rule change this year that allows both to be enforced on the KO.

Even thought we ignored the NF and enforced it this way last year. :)
