All but one principle
I am a fairly new official reading the NFHS Redding Study Guide 2008. There are several references to the "all but one principle" but no clear definition. What is the definition of the principle?

A foul by the defense beyond the basic spot. A foul by the defense behind the basic spot. A foul by the offense beyond the basic spot. A foul by the offense behind the basic spot. All of these fouls are penalized from the basic spot, EXCEPT ONE. A foul by the offense behind the basic spot is penalized from the spot of the foul. That foul is the ONE, the exception to ALL. To better understand this priniciple, study what the basic spot is and how it changes based on whether the play is a loose ball play or not.
