Chicago vs. San Jose - Fan Interference

I saw this play on SportCenter this morning. The San Jose QB threw to the side line where one of his recievers had his hand on the ball, maybe juggled it, and it appeared to me as a fan reached into the field to grab the ball. The SportCenter guy said it was legal in Arena FB. For those arena guys out there, should this have been a play that should have been judged as catchable and been replayed in accordance with rule 7.3?
