? about momentum on free kicks (NCAA)

is the momentum rule the same as NFHS rules?

Example:

SC/Clemson game, receiver catches the free kick at the one, momentum carries him into his endzone, then he takes a knee. The R ruled momentum and spotted the ball at the one yard line.

Was this enforced correctly?
