blocking bellow the waist
 
I have observed the off end submarine the deff end countless times this year. Is this now leagal in high school leages. I have also watched off end grab and throw the deff end on the ground in almost every game this year. is it now leagle for the off ends to use there hands?

No, it is not legal for an offensive player to grab and throw another player. This should be holding.

Regarding the offensive end blocking below the waist it depends if he is determined to be within the free blocking zone. He is considered to be in the zone, 3 yards by 4 yards, if ANY part of his body is within the zone. If an offensive line has small splits then it's certainly possible.
