It is illegal for a teamate to push a runner forward but it is not illegal to push the pile forward. For argument sake, let's say forward progress has NOT stopped. NFHS and NCAA |

Pushing a pile that contains a runner is pushing a runner. It should be a penalty under NFHS rules. Pushing a pile that doesn't contain a runner but the runner is following the pile is OK.
NFHS Rule 9 Sec. 1 Art. 1... An offensive player shall not push, pull or lift the runner to assist his forward progress. |
