NCAA Timing
 
I was at the Washington State/Arizona state game yesterday, and I'm wondering about play clock timing for NCAA games (I work Fed).

Sometimes the play clock would start at 15 rather than the usual 25. I was trying to determine when this occurred, and everytime I noticed it, it was after a timeout (TV or charged). But sometimes after a timeout it was the full 25.

Is there a special provision to have a 15 second play clock? Under what conditions should it occur?

A change this year that applies to TV games...if there is a TV timeout, the play clock after the timeout is 15 seconds.
