Our state addressed this with some judgement (right or wrong) - man in motion, QB (in shot gun) lifts his foot and puts it straight down - legal.

If QB lifts the foot and steps forward - illegal shift.

After all 11 players come set and a player goes in motion, where does the rule say that the other 10 players are required to remain completely and totally motionless? Are we going to flag a similir move of someone's head or an end who moves an arm?
