No, diving into the end zone isn't diving into the end zone until he dives into the end zone. Suppose he merely dove toward the end zone and landed with the ball short. Is that USC too, or is it penalty enough?

But re "Interacting with spectators", is "Hi, Mom" now USC?! I would hope you guys treat this as a "tool rule" rather than "It was obvious so it had to be flagged."

You think right. All USC fouls are administered from the SSpot. The TD will count anytime there is a USC.
