That's because of the prohibition since 1900 on kicking a loose ball. But I don't agree that it's never illegal to kick a live ball in Canadian football; all codes prohibit trying to kick a ball out of an opposing player's possession -- except that ISTR one code (I don't remember which) technically allows or recently allowed a place kick out of an opposing player's hold!

But what's "fun" in Canadian football is when the loose ball is behind a team's goal line and that team kicks it out of bounds, not realizing that besides the option of a single or safety touch, the other team can choose to scrimmage at a very favorable spot (which I don't know under current am or pro rules).
