Fed Rule Changes for 07

Does anyone know when, or if they have already, they are going to come out with the 07 rule changes in Fed football?

Does anyone have any insight as to possible changes?

3-5-2a: If the head coach has been disqualified, a "new" head coach may be designated for the purpose of requesting time-out(s).

This makes sense. Last year we had a HC in the press box (by choice.) When we told him that only a player can request a TO because he's in the box, it was clear no one had mentioned it before. Under the new rule, this still holds in our scenario.
