Is there a rule that says a Varsity Coach cannot coach during a JV Game?

No, the rules do not address these types of situations. Things such as this or such as can a player play in a JV game and a varsity game in the same week, are state association issues. They don't really have anything to do with the playing of the game, therefore they aren't addressed in the rule book.
