Refereeing gear is always good.
Find his size and get him a new pair of knickers, or that piece of cold weather gear he's always wanted. Also books by reputable officials are always a great idea. I got my uncle, who's a Canadian Football League official, the book Crime and Punishment, by the retired CFL director of officiating, Neil Payne. It was a good read, and a well received gift. And if all else fails, Honig's has gift certificates. One year my parents bought me a new flag and hat, and a pair of Spot-Bilt shoes, that was a good Christmas. I love getting reffing gear, because, it's something practical that I can use and don't have to buy on my own, so I can spend my money on other things.
