Nebraska v Oklahoma - OOB question
 
Saturday night's Big 12 Championship Game. I believe it was in the 3rd quarter and a Nebraska punt is downed at about the B 1 yard line. The A player downing the punt clearly stepped out of bounds inside the B 5 yard line and was the first player to touch the ball. The SJ/FJ that was right on the pylon didn't throw his hat so I'm guessing he didn't see the player step out of bounds.

Question: If the A player did go OOB voluntarily then his touching of the ball inbounds should be an illegal touching foul, 5 yards from the previous spot, correct?

Question #2: Could this play (the stepping OOB) be challenged and the ruling on the field overturned?

1 - There is a foul for an A player going out of bounds and coming in during a scrimmage kick down but the illegal touch is a violation not a foul. The penalty for the going out and coming in is 5 yards from prev spot.

2 - Allegedly IR cannot be used to generate a foul when there was not one called but that has already happened at least once this year so who knows.

Thanks for the "violation vs foul" clarification. Recalling that replay was used in the OU-Oregon game on the controversial onside kick play I figured that it could have been used on this play as well.

In the NFL, it is a foul to go OOB's and be the 1st to touch the kick, AND if it is touched inside the 5 yard line, R can take an awarded touchback! How do you like them apples!?
