Team A calls TO. The offensive coach meets with 10 of A's players between the hashes. QB for A walks to (1)a step outside the hash, (2) the hash mark or (3) 10 yards from the sideline.

Is team A conducting a legal conference?

As long as the QB is not involved in a second conference with a different coach, I don't see anything illegal about the sitch.
