I don't think there is one, because the're modifing it each week to accomodate what happens on the field that week. :D Just kidding, but there does seem to be new rule interpretations each week.

That's no joke. The NFL makes significant use of "Office Rulings", which are interim interpretations that may or may not become "Approved Rulings" the following season after the owners get to vote on them.
