In high school, you're wrong on both counts.

There is no rule that says the offense must break the huddle with only 11. The defense certainly cannot have however many players it wants waiting for the offense to break its huddle.

The rule is the same for BOTH teams in high school. It says that a replaced player must immediately leave the field. There is no time allowance or rules regarding the huddle.
