BTW< I see nothing wrong with K's play. As long as they don't delay and they only have 11 players on the field at the required times, their play is legal.

I agree that the play is legal. This is no different than a team that lines up in a regular formation and then quickly sets up in punt formation. Team B should just use the 11 players they have and not try their own substitution.
