penalty enforcement

Varsity High school.
Extra point.
Play is designed to be a QB straight ahead run. He is stood up at the line. QB flips ball forward to guard. Clearly forward. Clearly a pass. Receiver could be in nuteral zone or just past. Receiver carries ball into the end zone.
What is the penalty and how is it enforced.
