3-but-1 vs All-but-one

NCAA officials can you help me out on this?

NCAA refers to the 3-but-1 principle of penalty enforcement while NFHS refers to all-but-one.

I don't detect a difference since the basic spot is the spot for penalty enforcement except for an offensive penalty behind the basic spot in both codes. True, NCAA has a number of exceptions but the basic principle appears the same.

Is there a difference?
