Late hit by B after unsuccessful 4th down play.
 
I am correct that in looking at 5-1-2-b that it will be B's ball first and ten after marking off a 15 yard PF against B.

NF rules only.
 
Under NF rules, you award the first down to B and apply the 15 yard penalty.

Yes, you're correct. A's series ended when the ball went OOB.

NCAA - apply the 15 yard penalty first, then B's ball 1st & 10.
