NCAA new timing rule

If A goes for it on 4th down, is short of the LTG but goes OOB's on the play, is the clock on the snap, or RFP? I thought it was supposed to be on the RFP, but must have been mistaken? My understanding was that if there was a COP and B was next to put the ball into play, the clock would start on the RFP unless it was a quarter break, or a charged TO.

If I am correct, and it should start on the RFP, that was not the case in the IA/ISU game. With 5:03 in the 4th qtr, ISU went for it on fourth down and was a yard short when he dove for the stakes and landed OOB's. IA took over on downs and although the play clock ran down to 12 seconds before the snap by IA after the COP, the game clock did not start until the snap.

clock should have started on the RFP.

Luckily it did not have an impact on the outcome of the game. Probably not a good review for the crew.
