Fouls by both teams on change of possession?

NFHS Rules.

Play: Team A commits a illegal motion foul during a down in which they also throw an interception. During the return, Team B commits an unsportsmanlike conduct foul.

The officials ruled that the penalties offset and they replayed the down with Team A getting the ball back, and nullifying the interception. Did they enforce this correctly? I would think that Team B would have to decline Team A's penalty to keep the ball, and then take the 15 yards for the UC foul?

Just to clarify, is the USC a dead ball foul? In the NCAA, I *believe* (correct me, Mike/Jason et.al.) that all USCs are either dead ball fouls or live ball fouls treated as dead ball fouls. So, in NFHS, do the offsetting exceptions even apply?

Whether it's a USC or a live ball foul, Tean B ca decline the penalty and keep the ball. Why? Because they gained possession with clean hands.

Thanks. I thought that crew was pretty clueless most of the night, and that was the best of them all.

I am really suprised the coaches did not question that as it is pretty basic penalty enforcement that I would think many would know.

Oy. First off, USC will never be part of a double foul under NFHS rules.

Secondly, USC will never "undo" a turnover that occurred during the play - when enforced, it is always from the succeeding spot.

Thirdly, even if USC were a live-ball foul, since B had the ball at the end of the down and committed no live-ball fouls before the CoP, they have the option of keeping the ball by declining all live-ball fouls against A and having all fouls against themselves enforced.

In short, assuming the details were as stated, there were at least three major ideas that should have caused the crew to enforce in a different manner.
