quarterback past the L.o.s
 
fed football...if the qb goes past the L.o.s and then retreats back BEHIND the L.o.s can he then legally throw a forward pass? The same question for a kicker

Yes in both situations. And, to take it a step further if the kicker kicks the football straight up in the air and catches his own kick, he's free to kick it a second time. The same does not apply to the passer as only forward pass is allowed during a down.

He must have both feet established (on the ground) behind the LOS to throw the ball. That was a topic at our off season meeting that needed to be defined.

I wouldn't agree with that. The only requirement that the rules book has is that no part of his body is breaking the plane of the front edge of the neutral zone when the ball is released.

7-5-1 It is a legal forward pass, if during a scrimmage down and before team possession has changed, a player of A throws the ball with both feet of the passer in or behind the neutral zone when the ball is released. Only one forward pass may be thrown during the down.

Apparenlty I am a bit wrong too in that the rule only states the feet and not the rest of the body so his throwing hand or head is not included there.

So the only requirement (regarding body parts) is that both feet of the passer must be in or behind the neutral zone. Regardless if he is in the air or on the ground. So the rest of his body and the ball can be over the LOS.

I would love to show you guys a play that happened exactly as described above. The QB crossed the line, then jumped back and threw the ball. It was not called although it should have been. The newspapers had a field day with that game/crew.

Have last years comic book? Check out page 63 and see if that clears up any thinking on this.

Just to reiterate, the passers FOOT cannot be beyond the NZ when he throws the forward pass.
