Trial questions (NF)

I need an experienced focus group to analyze the following questions and verify that I haven't screwed anything up, so what better place to turn than here....

These will be placed on our association's preseason test (NFHS rules). Thank you in advance for your time and effort.....

#1. 4/10 @ the R-40 yard line. K’s punt lands at the R-5 yard line and is bouncing toward R’s goal line when K55 bats the ball back to the R-8 where it strikes R89 in the back. R89 turns around and while trying to recover the loose ball at the R-6 yard line, accidentally kicks it toward the sideline, where R60 then bats the ball at the R-10 yard line to keep K55 from recovering it. The ball goes out of bounds at the R-12 yard line. After the ball goes out of bounds, K55 uses insulting and vulgar language directed at R60.

Assuming every foul(s)—if any—is/are accepted and enforced, it will be _____’s ball, _____ down and _____ yards to go at the _______ yard line, and the clock starts on the RFP/Snap (circle one).

#2. After a timeout, it is K’s ball, 4/10 @ the K-40 yard line. While the ball is in flight, R1 signals for a fair catch by waving his hand once in front of his facemask. K51 tackles punt returner R1 just before the ball arrives. The ball bounces off of K51’s back and is rolling on the ground at the R-30 yard line when the Back Judge sounds an inadvertent whistle.

Assuming every foul(s)—if any—is/are accepted and enforced, it will be _____’s ball, _____ down and _____ yards to go at the _______ yard line, and the clock starts on the RFP/Snap (circle one).

#3. A’s ball, 1/10 @ the A-22 yard line with the clock running with 10 seconds left in the 3rd quarter. When Team A comes to the line of scrimmage, the Umpire notices that tight end A89 has an excessive amount of blood on his uniform. He stops the clock with :06 remaining and directs A89 to his team bench to be replaced. A89 is replaced by A80 and the Referee signals the RFP by winding the clock. Time expires before A can legally snap the ball.
On the first play of the 4th quarter, quarterback A1 is roughed by B90 after throwing a legal forward pass to A89, who is tackled at the A-46 yard line. After the play, A1 uses a profanity at B90.

Assuming every foul(s)—if any—is/are accepted and enforced, it will be _____’s ball, _____ down and _____ yards to go at the _______ yard line, and the clock starts on the RFP/Snap (circle one).

#4. A’s ball, 4/10 @ the A-30 yard line. At the snap, center A55 fires out and blocks nose guard B90 at the knees. While A55 is still contacting B90 at the knees and after a short delay, left tackle A76 blocks B90 in the chest, knocking him down. Linebacker B57 trips runner A1 who falls to the ground at the A-32 yard line. The ball never left the free-blocking zone during the down. After the play, a Team B assistant coach comes onto the field to the bottom of the 9-yard numbers and expresses his displeasure for the block on B90 by shouting obscenities at the Umpire.

Assuming every foul(s)—if any—is/are accepted and enforced, it will be _____’s ball, _____
down and _____ yards to go at the _______ yard line, and the clock starts on the RFP/Snap (circle one).

#5. A’s ball, 3/5 @ the B-15 yard line with the clock running. Quarterback A1 throws a legal forward pass that is intercepted by B49 at the B-3 yard line, where his momentum carries him into the end zone. B49 then runs out of the end zone and is tackled at the B-17 yard line. During B49’s run, B75 clipped A81 in B’s end zone. Also, Team A only had 6 players on the line of scrimmage at the snap.

If Team B accepts K’s Illegal Formation foul, the result of the play/penalty(ies) is ___________
And it will be Team ____’s ball, at the ________ yard line. The ball will be put in play by a snap/free kick (circle one).

If Team B declines K’s Illegal Formation foul, the result of the play/penalty(ies) is ___________
And it will be Team ____’s ball, at the ________ yard line. The ball will be put in play by a snap/free kick (circle one).

#1. First touching by K at R-5 is ignored due to the illegal bat by R60. The touching by R89 due to the bat by K55 is ignored but not the subsequent touching by R89. The bat by R60 at R-10 is a foul. The end of the kick is at R-12. The live-ball foul occurred behind the end of the kick and is a PSK foul. Enforce the illegal bat from the spot of the foul half the distance since it is a 15 yard penalty and it is R's ball, 1-10, from R-5. Start the clock on the snap.

#2. This play needs more information. The yard line where K51 hits R1 early is not clearly given but it may be R-30. The penalty for kick-catch interference then has two answers. (A) R accepts the penalty as 15 yards from previous spot and so it is K's ball, 4-25 from K-25 and the clock shall start on the RFP; or (B) R accepts the awarded fair catch and takes the ball 1-10 at R-30 and the clock starts on the snap.

#3 A89 is guilty of illegal participation as he was not removed from the game for one play. The illegal participation and roughing-the-passer offset and the down is replayed. However the USC on A1 is enforced from the previous spot. A's ball, 1-21 from A-11. The clock will start on the RFP. A89 will still need to sit out for the next play.

#4 There is only a dead-ball USC on B for this play. So it will be B's ball, 1-10 from A-47. The clock will start on the snap.

#5 If B accepts the penalty then the down will be replayed. A's ball, 3-5 at B-15. The clock will be started on the RFP.
If B declines the penalty then it is a safety. B will free kick from B-20.

Result: R 1/10 @ R20, snap. R's foul for illegal batting is a PSK foul, with basic spot at end of kick (R12). Since spot of the foul is behind that (R10), enforce half the distance from there, putting the ball @ R5. Then penalize K 15 yards for USC from that spot.

Result: K 4/10 @ K40, ready. Best (OK, least-bad) possible time to have an IW is on a double foul, which this is - R for invalid FC signal, and K for KCI. There are no options, because PSK does not apply when there's an IW.

Result: A 1/21 @ A11, ready. Another double foul, with no options. A89 has committed ill. part. and obviously RTP on B90. Then enforce the dead-ball foul against A1, half the distance.

Result: B 1/10 @ A47, snap. No live-ball fouls here - the blocks are legal, as is tripping the runner. USC on the coach which, as a dead-ball foul, is not considered in awarding a new series.

Result: A 3/5 @ B15, ready. B will not decline, since the result would be a safety. So this is another double foul. Clock on the ready because the only reason it stops is for an official's time-out. (I'd really, REALLY like to see this changed - it's awfully counterintuitive.)

R's ball, 1st and 10 from R's 20 yard line. Clock starts on the snap.

K's ball, 4/10 at the K 40 yard line. Clock starts on the RFP.

A's ball, 1st and 10 on the A 46 yard line (because the period ended, A89 can legally participate).

#4. A’s ball, 4/10 @ the A-30 yard line. At the snap, center A55 fires out and blocks nose guard B90 at the knees. B's ball, 1st and 10 at the A 47 yard line. Clock starts on the snap.

If Team B accepts K's Illegal Formation foul it creates a double foul and you will replay the down. A's ball, 3rd and 5 from B's 15 yard line. Clock starts on the snap.
I Team B declines K's Illegal Formation foul the result of the play is a safety. B will free kick to A from B's 20 yard line. Clock starts when the ball is first touched by the receiving team (other than first touching by K).

Good questions!

It looks like both myself, in #1, and TRU, in #3, forgot to enforce a USC. I also completely missed the invalid signal in #2, there is a lot of information to go through in each of these plays.

These are the answers I see right and I think whitehat52 agrees.
#1 The Roamin' Umpire and kentref
#2 The Roamin' Umpire and kentref
#3 Warrenkicker - the player is excused of his requirement to sit out a play if a half ends but not just a quarter, 9-6-4b.
#4 Everyone
#5 Warrenkicker and The Roamin' Umpire

answers+ snap or RFP on 5a

I appreciate the input from everyone. Here's what I had--looks like we're all on the same page for the most part

#1. R 1/10 @ R20, snap

#2. K 4/10 @ K40, ready

#3. A 1/21 @ A11, ready

#4. B 1/10 @ A47, snap.

#5a. A 3/5 @ B15, ready.
#5b. Safety. B Free Kick @ B-20

The only remaining question I have is on #5a. Should the clock be on the RFP because no new series was awarded to B or on the snap because it would've been B's ball had it not been for the penalty (some NCAA rules are like this)?

thanks again,

DJ

5a - the clock starts on the ready because it was stopped for an official's timeout to administer the penalties. If the ball had become dead OOB then it would start on the snap.
