I received an instant replay manual from an official in Hawaii. It is for 2005 so I'm sure there will be some changes for 2006, but it has been approved for use by the WAC next year. For those of you who are interested and have time to read it (it was 12 pages in Word), you can see the manual at the link below. It has a lot of great situations of where replay will and will not be used.
