I am interested in knowing how evaluations are done in various associations. Is the coaches ratings the only evaluation? Is there an evaluation system in use that does not involve the coaches or utiltizes the coaches plus others? Does the evaluation system utilize video? Does the evaluation system utilize an on-site evaluator and, if so, what is the background of the evaluator, ex-official, college official, etc.?

In Seattle the coaches have no say in evaluations. We do give each coach a card that they can mail in if they like. But these are used to watch for any consistant problems.
The evaluations process is by peer evaluation. We fill out an evaluation for every official that we work with. Some exceptions. Rookies don't evaluate Varsity officials.
The evaluations are based on ten items.
Prepation: Arrived on time; uniform conforms to code; actively participates in pregame.
Attitude: Demonstrates teamwork; positive influence on crew and others.
Judgment: Makes consistent and proper calls appropriate to the situation; demonstrates game and common sense.
Rules Knowledge: Appropriate and consistent application; aware of all fouls and their enforcements.
Signals: Appropriate, distinct and sharp.
Mechanics: Proper position on all types of plays; smooth movement.
Hustle: Anticipates plays and moves to proper position.
Poise: Tactful handling of game situations; good game control; shows confidence.
Alertness: Awareness of game conditions such as down, time and distance.
Communication: Communicates clearly with officials, players and coaches regarding fouls, penalties, down, time, etc.

There is a six point rating system. Giving a rating for the botton two requires that a comment be made as to why.
Comments can also be left at any time, for good or bad.

BTW one of our guys has made this into an on-line system. (Beats the heck out of the cards we use to make out.) It may become available for purchse. The system gets all the games, and officials, entered into a database and the system makes sure that you complete an evaluation for everyone you work with.

The state association has started an evaluation program where they send guys around looking at games. There aren't that many and they have to cover a large area so your chance of getting an eval from them is not that great.

In Missouri, the coaches are required to send in an evaluation card for each game. It's got a 1 (very good) to a 5 rating. Any coach who sends in a 5 must explain it.

The state also sends evaluators, usually retired officials, to evaluate you in person. Your crew might get evaluated once or twice a year.
