Anybody know why/under what circumstances this is called?

Holding on to the ball so the officials can't get the ball set for play. Picking up the ball after the play and running with it. Tossing the ball in a direction away from an official. These seem like a few possibilities.

Now R can get a DOG if the signal fair catch and then take off with the ball.

Not unpiling (sp?) after a down, and calling for a referee/coach conference after they have used all TO's, and no change in the ruling is made (rule 6-3 covers delay).
