4th qtr, 16 seconds and ticking, 2nd and 12. A trails by 1 and has one time out remaining. A runs the ball and is short of the line to gain. As soon as A1 is downed and the whistle blows, Coach A runs on the field yelling Time Out, Time Out to stop the clock. 4 officials see and hear the signal and all whistle and signal to stop the clock. Once the pile clears, B has a player that remains down for which an officials time-out is called. Coach A now says never mind. I don't want a time out.

Sort this one out.

Have an officials timeout for the injury, then tell team A to take his timeout. Sorry about your quick trigger coach.

The ball is dead and a player or head coach requests a TO. It is granted, but we will have the officials TO for injury first. Now if we have a penalty, he could "not have the TO" as you need to get the decision on a pending penalty before you can grant a TO.
