3rd & goal to goal at the 9. Quarterback rolls out and throws ball into the endzone from the 7. The pass is incomplete. Where is ball spotted if penalty is accepted?

4/G from B-12.

penalty is LOD and 5 yards from the spot of the foul (i.e the end of the run).

Highly unlikely, but what if B's coach insisted on declining the penalty?

Declined? Pretty easy - just like any other declined penalty, pretend you didn't throw the flag and go with the result of the play.

Incomplete pass. 4th-G at the 9.

I think if they originally say decline, you want to make sure they fully understand that we have a LOD so by declining it, the only thing they are gaining by declining it is NOT moving team A back 5 additional yards. Usually they really do not understand how that all works, and I think we need to make sure they fully understand their options before letting them decline a LOD foul.

The only time I have ever seen a team not want to accept a yardage penalty, which is a no brainer is if the team has a FS or DOG on a very short FG and they are at a wide angle and do not want to back them up and give them a better angle.

If the penalty is declined don't they get the ball at the end of the run? Just like if a IFP occurs in the EZ the result is a saftey no matter what.

If he threw an incomplete pass from the 15 (a legal one), would you spot the ball at the 15? No - the spot of the ball after an incomplete pass is the previous spot, not the end of the run.

Rule difference. Under NFHS, ball is spotted at the spot of the illegal forward pass if declined.
