New to the White Hat this year. Our crew had a Frosh game last night and two plays came up towards the end of the game. 1st, A scored a TD, after the play was over we had an Unsportsmanlike penalty (swearing) on B. Should the penalty go on the PAT or the kick-off?
#2. After the kick-off, the offensive team ran one play and then had a number of false starts. The coach wanted us to start the play clock after each penalty. It was my decision that they were trying to do this to stop the other team from getting the ball back and to run time off from the game clock. What is the proper procedure for these two plays? I was unable to find this in my rules book.

#1 enforce from the succeeding spot- which is the try.

#2 if you believe they are taking penalties to run time off the clock you have the authority to start it on the snap.

I don't have my books with me so I can't find the exact references. I'm sure others will follow.

3-4-3 The clock shall start with the snap or when any free-kick is touched, other than first touching by K, if the clock was stopped because:
h) A team attempts to consume time illegally.

3-6-3 When a team attempts to conserve or consume time illegally, the referee shall order the clock started or stopped.
