A1 has the ball first and ten at their own 20 yard line. A2, the running back, gets the handoff from the quarterback and gains 3 yards on the carry, but on the end of the run, B1 grasps the running backs facemak unintentionally and lets go. The white hat throws the flag and determines the penalty should only be a 5 yard facemask. The question I have is should we mark off the 5 yard penalty to the end of the run and go to 2nd down and 2 from the 28 yard line or should we repeat first down even after we give the running back his 5 yard penalty added on to the end of the run. Should it be 1st and 2 or 2nd and 2?

Good question OH;
Team A is given two options. If A-captain declines this penalty, team A will have 2nd and 7. If he accepts the penalty, your umpire will march 5 yards from the end of A2's run and repeat the down; thus team A will have 1st and 2. |
Enforce the penalty from the end of the run and replay the down.

However, if this guy is a new ref he does need to know that there are options, no matter how ridiculous they may be.
