1st down on B 45 yd line. A has a long run and runs out of bounds at B 8 yd line. Flag is thrown for a late hit by B out of bounds on the ball carrier. What is the penalty enforcement, and is this a dead ball foul?

I can't imagine that the ruling for this play is different among different codes. Yes,I do believe calling it a dead ball foul is accurate.

In Canada, it is a UR penalty, half the distance and an AFD.

A 1D/G @ B-4.
