Each overtime both teams are awarded 1-TO plus any unused 2nd half TO's. Therefore if a team has all 3 second half TO then the team would have 4 TO during the 1st OT. If the team does not use any TO and a 2nd OT occurs the team still has 4 TO, not 5. Unused OT TO do not accumulate.
