B1 intercepts in B's EZ. As B1 attempts to return the INT, but prior to crossing the goal line, A1 grasps and pulls B1's face mask, B1 fumbles the ball from his EZ into the field of play where it goes out of bounds at B's 3 yard line. Depending on which option B accepts, where will the ball next be snapped from?

This play continues to surface over and over again.

Per casebook, the foul is enforced from the 20-yard line. How they arrive at that, we can't say because their isn't really any rule to address the situation.

B1 was fouled while in the EZ, fumbled and went out at the 3. B accepts foul, which is marked off at the 20, succeeding spot. The fumble has no bearing on the spot due to the fould in the EZ, correct?

Wait a second here.? What would A be doing passing into their own EZ?
Did you mean that B intercepts in B's EZ ? I say this because if B has the ball in their opponents EZ I would think B would have just scored a TD.

You're right - I meant B's EZ. I have corrected my original post.

I think the logic here is that b was in end zone and had a face mask foul by a and then b fumbled the ball in the end zone and the ball when out on the 3. If b declines a's foul its their ball at 3. If they accept the foul the end of the run is the enforcement spot which is end of the run which results in a touchback. Go to 20 and mark off 15.
