If a team chooses to punt after a safety, and the punt goes out of bounds, is it treated the same as a kickoff? R can take the ball where it went out of bounds, or 25 yards from the kick or rekick from the 15?

Yes it is a free kick and all rules apply for keeping it inbounds. R has the same three options.
