Had a game (TX) last Tuesday -- 8th grade. Home team was overmatched as it was, and in the second half started losing players. Near the end of the third, home had like 16 players total and the coach said he wanted to run the clock (they were down by ~30). Fine by me, as we also shortened the 4th to 4 minutes. As stated, no (TX) specific rule, but when you see kids getting hurt, you do what needs to be done.

In TN, we are absolutely forbidden to run the clock under any circumstances. Of course, the coaches can mutually agree to shorten the periods or to terminate the game, but they never do.
