OK, Here's the situation:

A has the ball, 2nd and 25, at their own 10 yard line. A12 drops back to pass and throws to A88 at the 25. While the ball is in the air and before it arrives, B34 commits defensive pass interference which is flagged by the Back Judge. B44 then intercepts the pass, and returns it to the end zone. At the 2 yard line, during the return, A54 commits a block in the back which is flagged by the Head Linesman.

What penalties/options, etc. do you give to both captains? Please cite rules, etc.

Simple double foul and replay the down, 10-2-1. B did not get the ball with clean hands.

No need to consult B captains as they have no options unless A declines B's foul, which you will not let them do. Tell A's captain, "unless you want them to get the ball, you will accept their penalty, which teamed with your penalty will cause us to replay the down."

No need to consult either captain. It is a double foul per 10-2-1b, therefore 10-1-1 applies and the penalties automatically offset. Put the ball on the 10, signal the fouls, and replay 2nd down.

I agree with the penalty enforcement notes already posted, but, are you sure A54 committed block in the back? If they were attempting to get the B runner that had the ball, I don't think that is an infraction.

<li>DPI (spot of foul doesn't matter) on B</li>
<li>Blocking From the Rear on A</li>

These fouls offset (both 15 yards) so simply re-play the down.
