A21 scores a TD on a long pass. Before the ready for play for the PAT, B's head coach is flagged for USC. When and where should the penalty be enforced?

the penalty has to be enforced on the PAT.

A can move the PAT up half-the-distance (to the 2.5) or 10 on the kick-off.
