I have been told recently that in some states high schools use NCAA rules rather than NFHS rules. Would someone out there know what those states are?

So am I correct in making the assumption that 2 states in 50 or 4% use NCAA rules instead of (48) 94% who use NFHS rules?

don't for get the District of Columbia. i also think puerto rico uses fed rules.

As of 1989 PR was using Fed. I left then so I don't know what has happened since. But while we are at it...how about the US Virgin Islands, American Samoa, Guam, Department of Defense Dependents Schools all over the world, etc?????

I may be wrong but I thought Tennessee used NCAA as well..

Tennessee is listed as being on the NFHS Football Rules Committee.
