There gives the D the ability to facemask, knowing that it's only going to be a 1.5 yard penalty, at most.

In Canada, you can go half the distance (from the 5), or the full 15 on the KO.

I agree, but it's better than what it used to be (free shot by anyone on the defense on a TD or PAT).
