I think it is just a check for ourselves. Being aware of what the last down was may help keep an official's head in the game or help a confused coach who forgot a team got a 1st down.

Maybe they previous down was 3rd and a penalty was enforced and a 1st down was awarded. Then a coach discusses with the R about the rule and it is determined that the penalty is not an automatic 1st down. The previous down will now need to be known.
