What is the range of numbers a player could be if he lines up on the end of the line or in the backfield and still be eligible to catch a pass?

Say the player is #74. If he wants to be eligible, would he have to check in with the referee EVERY play, or just one time when he enters the game and each time he comes in the game? And does it matter which referee he checks in with?

NCAA ruling please.
