with 10 seconds on the clock and running, team A false starts. this is a dead ball foul that is accepted. the referee starts the clock after the yardage is marked off, and they are unable to get a play off. since this was a dead ball foul, wouldnt the half be over? the referee let them get the play off. i thought it had to be an accepeted live ball foul only. would someone please let me know which rule this would be to clear up this situation.

No untimed down is played, if that's what you're asking.

what if the defense jumps off sides, would an untimed down be given in that situation?

An untimed down would only be played if the foul occurs during the down. The down doesn't begin until the ball is snapped.

Under NCAA rules we can use discretion in this situation. If we deem A's false started purposely to consume time (i.e. get another 25 seconds to run off the clock before snapping) we can hold the clock till the snap.
