It's a foul for Illegally Kicking the Ball. The status of the ball after this remains that of a snap (i.e. backward pass).
Now if it had been flagged and I think that what the all the debate is about, the result of the penalty would be 15 yards from the basic spot and LOD.
Since this is a try down, that would mean the try is over and there would be no score against team-B (that one point safety would be wiped off).
While I agree with you about not needing an AR, it is a 5 yard penalty and LOD, not 15. It is 15 in NF, but no LOD.
