i had a strange thing that happen yesterday on the kickoff, the kicking team lined up to kick the ball off and as the kicker was about too kick the ball he slipped and barely nudged the top of the ball and the ball rolled only a 1/2 yard, so his coach yelled kick it again and he just steps and kicks it off the ground, my wingman immediately flagged the play. i was the white hat, i ruled we had first touching @ the 41.5 yard line and gave the options. i guess what im asking is could i have ruled this and illegal kicking of the ball since he had already kicked it prior to this and we all know this is a much stiffer penalty

Illegal kick. A loose ball may not be kicked.

Yes, you had both.
R's option to take the ball where touched, or re-kick after penalty.
