I was working the chains at our local Div. II university when A committed a foul at the snap. The linesman told A's coach that there was a motion penalty as a wideout went in motion as the QB walked up under center. The ref signalled and announced that there was motion. Is motion the correct call???

Should have been a foul at the snap. No motion or shifts are dead ball fouls unless the shift or motion simulates action at the snap - which would be a false start.

while the penalty is the same, this is an illegal shift rather than an illegal motion foul.

OOPS - too early this morning when I read original post - missed part about it being a foul at the snap. I agree with Theisey - illegal shift
